The following information comprises the agenda for the regular meeting of the Banning City Council, a joint meeting of the City Council and Banning Utility Authority, and the Banning City Council sitting in its capacity as the Banning Successor Agency Board.

Per the City of Banning Manual of Procedural Guidelines, matters taken up by the Council before 10 p.m. may be concluded, but no new matters shall be taken up except upon a majority vote of the council members present and voting. Such an extension shall only be valid for one hour and each hour thereafter shall require a renewed action for the meeting to continue.

Recommendation:

Staff recommends that the City Council receive and file an update regarding the City of Banning’s participation at the 2026 ICSC Las Vegas Conference, held May 18–20, 2026, in Las Vegas, Nevada.

Public Hearing: Zoning Text Amendment No. 26-0001 (Accessory Dwelling Units/Junior Accessory Dwelling Units)

 
Recommendation:

The Planning Commission recommends the City Council take the following actions:

 

1.  Determine that approval of Zoning Text Amendment 26-0001 is exempt from the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080.17 and CEQA Guidelines Section 15282(h); and

 

2.  Introduce and approve first reading of an Ordinance 1624.
